The establishment of Netaji Subhash Chandra Bose Institute of Higher Learning (NSCBIHL), deemed-to-be- university under de-novo category was notified by Govt. of India vide Gazette Notification dated 23-29 March, 2024.

  • The proposed Deemed University, under De-Novo category was announced by Hon’ble Prime Minister during his visit in Dec-2018 and has been named as Netaji Subhash Chandra Bose Institute of Higher Learning (NSCBIHL).
  • Detailed project report was prepared with the help M/S EdCIL (India Ltd.) and sent to MHA in the month of November 2020 for obtaining approval.
  • The MHA accorded in-principle approval in the month of March 2022. Thereafter, the proposal was submitted in the online portal of University Grant Commission.
  • There are 07 Higher Education Institutes under A & N Admn and all the HEIs shall be brought under the purview of NSCBIHL as constituent colleges under NSCBIHL.
  • A & N Administration has carried out the required work, after UGC inspection and subsequently LoI was issued by MoE vide their letter No. 9-1/2023-U.3(A) dated 21st March 2023.
  • The existing society ANILES under A & N Administration has been renamed as Netaji Subhash Chandra Bose Institute of Higher Learning (NSCBIHL) as the sponsoring society and a certificate to this effect has been issued by Registrar, Joint Stock Companies
  • After submission of compliance report on various conditions based in the LoI, Ministry vide Gazette Notification dated 8th March 2024 issued the notification related to establishment of NSCBIHL.
  • The transit campus is being established at Jawaharlal Nehru Rajkeeya Mahavidyalaya (JNRM), one of the HEIs under A & N Administration.
  • The proposal for creation of posts of Key Officials and Teaching and allied posts has been prepared and is under consideration with A&N Admn. once approved the same shall be sent to MoE for creation/sanction of post.
  • For operationalizing the NSCBIHL (Deemed University), the appointment of Vice Chancellor is essential, A & N Administration vide letter dated 07/06/2024 requested MoE to appoint Vice Chancellor so that the University may be functional from current academic session 2024-25.
  • Accordingly, MoE after getting communication from MHA issued an Order No. 9-1/2023-U.3(A) dated 27th Aug 2024 entrusting Prof. Sunil Kumar Khare, Director, Indian Institute of Science Education and Research (IISER), Kolkata as additional charge of Vice Chancellor (NSCBIHL).
  • As interim arrangement Key Officials viz. Registrar, Controller of Examination, Legal Advisor and Finance Officer shall be appointed(As additional responsibility) once the office of Vice Chancelor is functional.
